主体不同

1、新课标二卷：又称为全国甲卷。

2、新课标一卷：又称为全国乙卷。

使用省份不同

1、新课标二卷：重庆、陕西、甘肃、宁夏、青海、新疆、黑龙江、吉林、辽宁、内蒙古、海南（语文、数学、英语）。

2、新课标一卷：山西、河北、河南、安徽、湖北、湖南、江西、福建、广东、山东、浙江（英语听力部分）。

特点不同

1、新课标二卷：根据新课程的特征，分必考与选考题。

2、新课标一卷：命题以考试大纲为依据，以课本教材为依托，考察学生综合能力。

拓展知识——高考试题

高考试题全国卷简称全国卷，它是由教育部考试中心组织命制的、适用于全国大部分省区的高考试卷，目的在于保证人才选拔的公正性。全国卷分为全国甲卷、全国乙卷和全国丙卷。

从2013年开始，新课标全国卷分为Ⅰ卷、Ⅱ卷。从2016年开始，新课标全国卷分为Ⅰ卷、Ⅱ卷、Ⅲ卷。

从2016年开始，全国Ⅰ、Ⅱ、Ⅲ卷分别改称为全国乙、甲、丙卷。小语种（日语/俄语/法语/德语/西班牙语）高考统一使用全国卷，各省均无自主命题权，且不分甲、乙、丙卷。2020年开始，因部分原课标全国卷地区高考改革，新推出新高考全国卷Ⅰ、Ⅱ卷。

试卷难度

新高考一卷二卷都是由教育部依据同一份考试大纲命制的，两份试卷的试题结构基本相同，区别不大。只是一卷比二卷要难一点点。

试卷分布

首随着高考综合改革的推进之下，2022年使用考试中心命制的全国统一高考试卷(简称“全国卷”)的新高考省份增加到10个，老高考省份减少到17个。2022年全国卷包括新高考(统考科目)一卷、二卷和老高考甲卷、乙卷。

新高考全国一卷：江苏、河北、福建、山东、湖北、湖南、广东。新高考全国二卷：辽宁、海南、重庆。
